Job Description
- The Senior Technical Manager, Malaria position is designed to
provide technical assistance, specifically to the NMEP and State-levels
MEPs, in meeting the technical demands of the Global Fund malaria grant.
- The Senior Technical Manager, Malaria is expected to support the
NMEP to ensure quality malaria case management delivery in public and
private facilities and to assist in the monitoring of activities as they
relate to the M&E plan.
- Also, the incumbent will plan and coordinate with other Global
Fund Malaria Grant partners assisting the NMEP to improve quality of
malaria case management in other States and among different technical
support areas such as Supply Chain, Supervision (OTSS) and M&E.
- The work involves complex and interrelated processes. The
political environment requires a high degree of sensitivity and
diplomacy in supporting the NMEP, State MEPs and LGAs, establishing
dialogue, and developing activities to support improved quality of
malaria case management practices in public and private facilities.
- The incumbent will require a depth of expertise that will allow
her/him to provide leadership and management in malaria-related issues
and programs, including the capability to identify and systematize
otherwise diffuse issues.
- The Senior Technical Manager, Malaria provides professional
leadership support to the NMEP, State MEPs and LGAs for the achievement
of objectives set forth in the Global Fund Malaria Grant, which support
the National Malaria Control Strategy.
- The principal task of the incumbent is to provide overall
management, technical guidance and leadership to the NMEP and State MEPs
around implementation of the Global Fund Malaria Grant.
Specific Responsibilities
- Assist the NMEP and State MEPs to ensure quality malaria case
management practices by leading support for training of health staffs in
public and private facilities.
- Assist the NMEP and State MEPs in roll out of OTSS in support of supervision and improving quality of malaria case management.
- Work with States and LGAs in planning and coordinating training and OTSS activities.
- Work with other grant partners in coordinating training, OTSS, and M&E oversight in all 13 target States.
- Work closely with Grant Supply Chain Managers and State-level
units responsible for malaria commodity distribution, to ensure that
supply chain issues are addressed in the context of improving malaria
case management.
- Work with Grant implementation leadership to ensure proper coordination among States, LGAs and Grant implementation partners.
- Work in collaboration with the NMEP and Implementing Partners to
support a malaria routine data system as part of the Health Management
Information System (HMIS).
- Other activities related to technical input and oversight of the
Global Fund Malaria Grant as identified in collaboration and
coordination with the NMEP, Grant Implementation Partners, States and
LGAs.
Qualifications and Experience
- Advanced degree (Masters, PhD, or MD) in a Health-related field
or Management field required. Specialized experience in malaria is
highly preferred.
- At least 10 years of experience in progressively responsible
experience in designing, implementing and managing malaria and other
health programs in developing countries.
- Demonstrated experience managing successful teams comprised of experienced professionals.
- Demonstrated technical leadership, program management, strategic
planning, policy experience and problem solving skills working on
complex projects in a highly sensitive environment are required.
- Previous experience with or good knowledge of Global Fund
operating procedures (proposal development and submission, monitoring
and evaluation and reporting).
- Ability to work effectively in a team environment and
communicate information to both health and non-health audiences, and
achieve consensus on policy, project, research, and administrative
matters.
- Excellent verbal communication skills, tact and diplomacy are
required to establish and develop sustainable working relationships at
the highest level and a high level of trust with public/private
organizations.
- Verbal communication skills are also used to negotiate activity
plans and resolve activity implementation issues with counterparts,
partners and team members.
- Excellent written communication skills are required to prepare
regular and ad hoc reports, activity documentation and briefing papers.
- Excellent computer skills (MS Word, Excel, Power Point, and
Outlook, Access, SPSS and other statistical and other relevant software)
are required for effectively operating in this position.
- Good computer skills are required to implement, analyze, and
monitor, and manage activity goals, inputs, outcomes, and achievements.
- Willingness and ability to travel within Nigeria as needed.
